在myson 基础上再补充一点：what 从句是名词性宾语从句，应该是——-three times (of)what it consumes，what 在此从句中作consume 的宾语.

非限制性从句省略，补充完整为：Africa produces 7.8 MB/D,whch is about.....后面同样是省略句补充完整为 the Former Sovitet Union produces (x), which is about 250% more what it consumes .个人之见供参考非洲石油产量780万桶/天，约是其消费量（250万桶/天）的三倍，前苏联的石油产量约为其消费量的2.5倍，拉丁美洲产量约为其消费量的 1.5倍。
