[译文共赏]HYSY-981, a World-Level Deepwater Drilling Platfor

 On February 26, 2010, HYSY-981, a deepwater semi-submersible drilling platform invested by CNOOC (China National Offshore Oil Corporation) and built in China, was successfully undocked in Shanghai Waigaoqiao Shipbuilding Co., Ltd. It marks the initial accomplishment of building steel structures and installing major equipment of China’s first super-deepwater drilling platform. Once built, the platform will be outfit in the quays inside the dock for assembly and test. Fu Chengyu, the General Manager of CNOOC, Zhou Shouwei, the Deputy General Manager of CNOOC, Tan Zuojun, the General Manager of CSSC (China State Shipbuilding Corporation), Lu Xiaoyan, the Deputy General Manager of CSSC, and the honored guests from NEA (National Energy Administration), MOST (Ministry of Science and Technology), SASAC (State-owned Assets Supervision and Administration Commission of the State Council), MLR (Ministry of Land and Resources), MIIT (Ministry of Industry and Information Technology), MOF (Ministry of Finance), Shanghai Municipal Committee and Municipal Government, CCS (China Classification Society), CAE (Chinese Academy of Engineering), and Shanghai Jiao Tong University have attended the undock ceremony.

Zhou Shouwei, the Deputy General Manager of CNOOC, addressed, “A 3,000m deepwater drilling platform is a basic platform to realize the sustainable development of ocean energy industry. It is an important part of China’s large industrial equipment as well as an important symbol of China’s overall strength. The platform will be finished and put in use in 2011, which will fill up the gap of our large deepwater drilling platform in aspects of design and building, greatly affect the exploration and development of China’s deepwater oil and gas resources, tremendously improve CNOOC’s ability of designing and building deepwater large equipment, further advance the exploration and development of China’s deepwater oil and gas resources and the level of building large offshore equipment in the world, provide experiences for the design, building and use of super-large ships, and effectively support the development of China from a big country to a powerful country in terms of offshore drilling.

Upon the commencement, HYSY-981 has been highly concerned by the Party and the state leaders. Major technological breakthroughs for designing and building the platform have been listed in China’s 863 Programme and China’s Key Technological Project during the 11th Five-Year Plan. On April 22, 2009, Chairman Hu Jintao debriefed Fu Chengyu on the site of Offshore Oil Engineering (Qingtao) Co., Ltd. on HYSY-981, concerned and inquired about its drilling and exploring performance. On November 22, 2008, Wen Jiabao, the Premier of the State Council, visited the model of the 6th generation 3,000m semi-submersible drilling platform during his trip to Shanghai for large enterprises inspection. It is the most advanced one in the world. In addition, the related departments and committees including MOST and NDRC (National Development and Reform Commission) greatly support the research and building of HYSY-981.

HYSY-981 is the 6th generation semi-submersible drilling platform, representing the currently highest level of offshore oil drilling platform technology in the world. The built platform will be China’s first ultra-deepwater semi-submersible drilling platform designed by ourselves, with the capability of exploration, drilling, completion and workover etc. The maximum operation depth is 3,000m and the drilling depth reaches 10,000m. The platform is designed as 30,670 tons, 114m long and 79m wide with an area larger than a standard football pitch. It is is 130m from the bottom of the ship to the top of the derrick, equivalent of the height of an over 40-storey building. The wireline is totally 650km long, equal to 10 times of the circumference of the 4th Ring Road of Beijing. The platform’s final cost is nearly 6,000,000,000 yuan.

The platform has multiple independent innovative designs: platform stability and strength are designed in accordance with the sever condition in South China Sea and able to resist the worst typhoon in 200 years; It utilizes high-horsepower thruster and the DP3 power positioning system, and is able to position in 1,500m deep water by using anchoring, with a maximum variable load of dock of 9,000 tons. The platform is able to work in the deepwater in South China Sea, Southeast Asia and West Africa, and particularly designed and built in China. Its designed serving time is 30 years. CNOOC possesses its intellectual property right.

It is estimated that the ocean reserves over 70% of the oil and gas resources on the earth. The final potential oil reserves in global deepwater reach 100 billion barrels. Deepwater is an important succession region of the world’s oil and gas. Currently, China has the full set capacity of exploration, development and production only in water with a depth within 300m. The operation depth of offshore drilling platforms researched and developed by ourselves is low, at the level equivalent to that of the 2nd and the 3rd generation semi-submersible drilling platforms. Other countries are able to drill in 3,052m deep water, while China is able to drill only in 505m water. However, the accomplishment of the 6th generation deepwater drilling platform HYSY-981 will fill up the gap of deepwater equipment in China and ranks China at the international leading level.

It is reported that CNOOC will invest large amount of money in the development of large deepwater equipment in a few years, such as deepwater drillship and deepwater hoisting and piping ship etc. CNOOC’s entering into deepwater drilling will provide opportunities for the development of new offshore engineering industries in China, and effectively promote the overall power of related industries, such as domestic shipbuilding industry and metallurgy industry.
