The British Prime Minister David Cameron says he growing evidence that Syria is using chemical weapons would constitute a war crime. He said the use of such weapons is a red line for the international community to do more in Syria. 

A fire at a psychiatrichospital in Moscow is thought to have killed 38 people. Report said only 3 people escaped alive from the hospital, a wooden building dating back to the 1950s.
